Well, my best set was 17, 17, 10,10, 13, 16. Last and only that qualified for ranger.

I have to assume a male elf do to his strength (Females have a max strength of 16, I believe)

Unfortunately, bonuses are a lot harder to get before 3rd edition mith. You need a 15 con to get a hp bonus. Just like my ranger would need a 16 strength to get a bonus to damage, much less to hit.
