In Libris Mortis, there's an item called the Cheesestick Nightstick which grants you 4 extra turning uses per day. It's the DM's discretion whether they stack or not. They're not that expensive, I think 4k each?
 

I'd suggest Elf (any flavor) and probably Elf Domain, but also Travel Domain if possible. That, plus PHB 2's option to trade spontaneous cure spells for spontaneous domain (one domain), means after a certain point, start every fight with fly! Seems pretty good for an archer to have, IMHO.
 

Throughout playing 3.0e/3.5e for years, and especially from playing later official campaign modules such as Red Hand of Doom, both players and the DMs in my play group have now realized that in almost all of the important combats, both villains and PCs are buffing them up to the most. So, many combats are like dispelling contest. Not using dispel magic (or greater version, etc.) on spellcasters or their allies is, a bad decision. To kill a buffed opponents (or PCs), ones must first dispel and debuff the foes, or their attacks (both melee/ranged ones and spells) never reach to the target, or worse, they can't go close to them.

Now, many fiends can use Greater Dispel Magic at will as SP ability. And sorcerers with Dispelling spells in their spells known are far more popular than wizards in official modules. So I guess persistent spell build never shines in a playgroup with similar experience and doctrines.
 

I also vote for an Elven cleric.

Well, GMW build will lesson this burden much but one of the problem of archer build is that there is no universal way to change the set strength of a composite bow. Once you buy (or create) a magic Composite Longbow with certain strength, You cannot upgrade that bow's maximum strength modifier later. When you want a better bow, you must sell an old one and buy or create a new one.

Buy being an elf, you can either use Bow of the Wintermoon [Relic] appear in Complete Divine and Magic Item Compendium, or Bow of Elvenkind in Complete Champion
 

Also for Cleric archers, rather than using Bless or Divine Favor (at least till it hits +3), you should be packing lots of Blessed Aim spells. Level 1, Spell Compendium, gives you and allies in a fair radius +2 on ranged attacks. Same bonus type as Bless, so they won't stack.
