CMD for a willing target? How low can it go?

If your target WANTS you to suceed on your combat maneuver against it, what would you say is the lowest the target could realistically lower its own CMD against the attack? Specifically I'm thinking of an ally bull rushing another teammate into melee range just before that person's turn, so s/he can then full attack. So the amount you beat the CMD by matters, aside from needing to actually beat it.

The way I see it, first of all, you can make yourself "flatfooted" against an attack by simply not trying to avoid it. Bye Bye dex and dodge bonuses.

BAB should get removed, since that's a measure of your martial skill to resist the attack, and you're actively trying to not resist it. Especially since casters can purposely lower their CL down to the minimum a spell requires, I see no reason why someone couldn't choose to apply BAB at all, or at the very least, treat it as it was when s/he was 1st level.

The base 10 that CMD uses... in 3E defense against maneuvers was rolled, so I think of this like an automatic take 10. Would it be possible to "take 1"?

Deflection bonuses I have no idea, they'd probably have to stay, sadly.

Strength I'm not sure on. The defender isn't resisting at all and using its muscles for that purpose, but if strength is also being used to represent sheer bulk, it might have to stay.

Size mod would definitely have to remain.

This is so you can calculate distance Rushed, correct?

I think you're on the right track, but personally I'd keep the base 10 as just representing the willing creature's body "being there." Think of it this way: if the willing Rushee acted first in the round, and is now out of movement, then the Rusher has to overcome inertia first to give that extra push.

I would think, though, that the STR bonus implies resistance, so I'd let that slide.
