Here's how I think of it.
Move-equivalent action = 45% of a full round
Partial action = 55%
Standard action = partial + MEA
There are some technicalities, but this should get you most of the way.
Wouldn't a full attack action be a standard action under that definition? (burn the MEA for the extra attacks)
I always understood a standard action and a partial action as being roughly equivalent..
So a rounds actions will consist of a MEA + a SA (+ a PA if hasted)
A SA can be converted into an extra MEA if required (hence double-move)
A Full Round Action would then be equivalent to a MEA + SA.
So a hasted fighter could use their extra PA as a MEA to move into combat, leaving them with a SA+MEA as normal, which they use as a FRA to take a full attack.
