No, it doesn't add the proficiency mod to the attack, notice the lack of Attack: line, and no it does not add it's enhancement bonuses, due to lack of Attack: line, nor randomly rolled damage. It simply allows a specific sort of action which is only modified by one thing.

But CS does have an Attack: line. I think you are right about enhancement bonuses, since they apply to damage rolls and you aren't making the damage roll here. But it's not obvious to me whether, for instance, the warlord would gain the benefit of his Lasting Frost feat, if his ally used a frost weapon.
