I suppose I should post since I asked SHARK a question and never followed up on the answer.
Basically, I see the point about characters not knowing they are '17th level' or whatever. And, not everyone is cut out to be a leader. But to me being 20th level doesn't have to mean you are a general. But it does mean you are known.
That 20th level samurai who's been wandering around perfecting swordmanship might not make a good general. But he's going to be famous as a duelist. The 10th lvl Ranger/10th lvl Watch Detective might not run the City Guard,but he's famous as someone who not only solves every crime sent to him but he does it in amazing ways. No one gets to be that good catching muggers or fighting scrubs. They've had to face and overcome some pretty amazing opposition to get to this level.
Now they can try and retire..that's a classic theme in fact. The old 'formerly the best'trying to getawayfrom it all. Fomr a number of cowboy movies to Crouching Tiger Hidden Dragon this is a cool theme. But the person's fame will linger and unless they've tried hard to hide, changed their name, etc, people will still find them. The bad guys because that old wizardmust have alot of gold and magical items hidden away. The good guys because he's a legend and maybe that young wizard wants to be trained by him.
