I would say yes unless it is explicitly called out otherwise.

e.g. Invisibility gives total concealment, and you lose dex bonus.

e.g. being blind gives everyone total concealment, and you lose dex bonus

e.g. displacement gives total concealment, but you don't lose dex bonus (presumably because although there is the 50% miss chance, they still know where you are - although that doesn't work with Blink, so I'm back to square 1 there).

That's my take on the issue
 

I would say yes, unless the target has uncanny dodge.

Displacement is explicitly called out as not being total concealment, although you do benefit from the 50% miss chance.
 

The attacker having concealment does not deny the defender his Dex bonus.

The combat modifier tables on pg 151 of the PHB list what happens.

If the attacker is invisible the defender loses his Dex bonus to AC, if the defender is blinded he also loses his Dex bonus to AC.

The section on Concealment (pg 152) makes no mention of losing Dex bonus to AC.
 


And if there is any concealment between the target and their attacker... then the attacker cannot gain extra damage from a sneak attack.

Unless the attacker is not hampered by such concealment (i.e. a character with darkvision attacking a human in a pitch-dark room).
