Spell Effects

Are there any spell effects that, while not putting the target in one of the listed conditions, would keep one from either withdrawing or tumbling?

Prone: You can crawl while prone, but only 5 feet and it provokes an AoO. I think that precludes withdrawing. As for tumbling, I don't see it prohibited explicitly but I think most DMs wouldn't allow it. (You can stand up and then tumble, but standing up provokes an AoO.)

Encumbered: You can't tumble if you're encumbered. You can withdraw though.

Ray of Enfeeblement: Can make you encumbered.

Earthquake: Can pin you under rubble or knock you prone.

Levitate: You can't move horizontally unless there's something to push against.

Entangle. See also, Briar web, which is a 2nd level version of Entangle.

Entangled and Turned, too, I think. Note that Turned creatures flee as fast as possible, meaning that they don't withdraw if they could instead double-move (and give you an AOO).

Actually, the 3.5 FAQ states you can Tumble while prone by taking the Accelerated Movement penalty. It's not a good source, but it IS a source.

What makes you think an entangled creature can't tumble or take the withdraw action?

You have got to be kidding me. We just had a discussion on this very topic not one week ago, if memory serves. I'll look for the link, but I don't promise anything.
