The main thing I don't like about this power is that it relies on the not-always-common rules knowledge about monster healing surges. Also, considering that most monsters don't really use theirs anyway, that effect of the power isn't terribly exciting.
That could be weird if the paragon tier villain gets targeted, loses 2 surges, and later in the encounter he goes to use second wind, only to realize that power was turned off. That's obviously a good use of the power, but it's not an effect that a DM usually has to worry about happening.
