Thanks for replying. I did reference knockout, but this is better. First, it's a ranged power; knockout is melee. So I can get at the BBEG hiding behind the two brutes. Second, the target of knockout is roused if it takes any damage. Not so with this effect.

Now, maybe it's not enough to bump it up to 19th level, but it has to be slotted above 9th level, I think.

I like it. I'd have to examine other wizard 19 powers for balance, but I like it. Good interpretation.

The main thing I don't like about this power is that it relies on the not-always-common rules knowledge about monster healing surges. Also, considering that most monsters don't really use theirs anyway, that effect of the power isn't terribly exciting.

That could be weird if the paragon tier villain gets targeted, loses 2 surges, and later in the encounter he goes to use second wind, only to realize that power was turned off. That's obviously a good use of the power, but it's not an effect that a DM usually has to worry about happening.

I wouldn't use healing surges, either. Healing Surges is more something "vs." PCs.

The Miss effect could be dazed, stunned, or maybe dazed and weakened.

I'd add an aftereffect of dazed till start if next turn and a note that if someone does not save until the end of the encounter, the effect gets permanent.

Possible alternate to healing surges: "On the third failed save," [insert damaging effect here]
