Would the bebilith work? And there are spider-demons in our very own Creature Catalog.

While stronger than the Kwevencha, the bebilith is probably a better idea. It doesn't have the problem of the summoning loop of the monstrous spider-carrying kwevies.
The spider-demons out of the Creature Catalog could work well too, although they again bring up the summon-chain. Then again, a summon chain might be interesting to see and add a level of fear when attempting to approach Baal-phegor, even if you are one of his followers.
Out of them, the lycosidilith seems to fit in most with Baal-phegor's shtick by being subtle and tactful.
From d20 Modern, the only fiend that seems like it'd be truly connected to Baal-phegor would be the pennypincher fiend from the 3rd-party book Blood and Relics.

Bebiliths are cool, but are pretty powerful, especially if we're keeping him at 20 HD.

I don't think summoned demons can use their own summon in 3.5, actually. But I guess d20 Modern is based on 3.0, which did have that problem. Issues, issues...
We can just keep him to 1 or 2 bebeliths if we go that route.

Yeah, I'm starting to think he might want to be upped to a higher standard of living, as it were. The highest HD precedent in d20 Modern, at a grand 90 HD, belongs to the walking radioactive apocalypse known as the advanced nuclear toxyderm. I doubt we want to go that high, but that's the capstone of HD in Modern.

While d20 Modern was somewhat of a "3.2.", it had only one summon spell allowed (summon vivilor) and few incantations relating to summoning, so this rule could very well be ruled to follow under 3.5 rules. Most people up Modern to 3.5 in their houserulings anyway.

Okay, I beefed up his HD, Strength and Con, an added the "In Dungeons and Dragons" underbar. I also changed his allegiance to evil and greed (yes, Greed is an allegiance), it felt more fitting.
How does this sound for summoning?

Maybe 1d6 Kwevenchas? Despite their Tiny monstrous spider entourage (not summons; they can't pick up more after they've been killed, and they're just riders that are automatically lost if they leave a 100-foot radius around the Kwevencha), Kwevencha are overall inferior to bebiliths at only a CR 7 encounter with few perks beyond its spider-guard, a poison line "breath weapon", and cocooning abilities. It has telepathy as well, but it's fairly useless to the rather dim-witted kwevencha.
