Converting Planescape monsters

So the victim suffers a miss chance on every attack? But I still wonder if this isn't too similar to blinding. Could swap that out, perhaps.

Let's just pull blinded, as it seems to be our biggest roadblock.

How about we go with:

1 - dazzled (–1 penalty on attack rolls, Search checks, and Spot checks)
2 - fascinated (takes no actions other than to pay attention to the fascinating effect, for as long as the effect lasts)
3 - displacement of others (50% miss chance)
4 - baleful blink (like the PHB 2 spell; essentially, reverses blink's benefits)
5 - confused (may act, may not, may flee, may attack nearby creatures)
6 - ??

We could drop the baleful blink, as it's fairly similar to displacement, and just make it a d4 roll.

I like them all except for baleful blink. How about using the effects of the spells color spray and glitterdust for the other two?

As for the displacement, I was thinking

1 - dazzled (–1 penalty on attack rolls, Search checks, and Spot checks)
2 - fascinated (takes no actions other than to pay attention to the fascinating effect, for as long as the effect lasts)
3 - color spray (as the color spray spell)
4 - glitterdust (as the glitterdust spell)
5 - confused (may act, may not, may flee, may attack nearby creatures)
6 - baleful displacement (50% miss chance when attacking opponents)

How about the reverse of an ioun stone's effect (e.g. an ability penalty)?

Don't like that idea, I think some ability penalties would be hard to correlate with a "radiant attack".

I think I'd prefer an ability penalty (specifically Int) to glitterdust. Remember, these aren't supposed to be "radiant" so much as effects related to magic gems.

I don't like an ability penalty. What's causing the watcher to get stupider - are they staring and saying "Ooh, looking at the pretty lights"? It'll also be of little impact on most creatures who don't rely on Int bonuses.

If we want a general penalty, I'd rather have a few rounds of Sickened than a mental ability penalty.

Sickened is fine, but the effect is not because of the pretty lights in the gems but rather the magic released from the gems.

I think the consensus is moving toward sickened, and that covers a lot of bases anyway. So swap glitterdust for sickened for however long the effect lasts.
