some preliminary stats for the mist mephit:

The Quasielemental Plane of Steam was Water/Positive mix.

Steam mephits now come from the Elemental Plane of Fire. I think the mist mephit is a better fit for Water.
 


Breath Weapon (Su): 10-foot cone of sickly, green mist, damage 1d4+1, Reflex DC X half. Living creatures that fail their saves are tormented by burned skin and seared eyes unless they have immunity to (poison or acid?) or are otherwise protected. This effect imposes a –4 penalty to AC and a –2 penalty on attack rolls for 3 rounds. The save DC is Constitution-based and includes a +1 racial bonus.

Spell-Like Abilities: Once per hour a mist mephit can surround itself with a bank of fog, duplicating the effect of an obscuring spell (caster level 3rd). Once per day it can assume gaseous form (caster level Xth).

Fast Healing (Ex): A mist mephit heals only if it is in an area of mist or fog.
 

Breath Weapon: I'd say burned skin and seared eyes unless they have Acid Resist 5 or higher. These targets would not be taking any damage from the breath weapon, and therefore wouldn't suffer the burns.

Spell-like Abilities and Fast Healing look good, in line with the other Mephits.

maybe we could get some inspiration from dust of sneezing and choking or something? i see that shade was emulating the cousin steam mephits, but don't forget that their breath weapon deals fire damage. we could make it more like the ooze mephit, say, if you want acid immunity to work. or we could go more like a dust or salt mephit which allow for no immunities.

Yeah, I was emulating the dust, ice, magma, ooze, salt, and steam mephits.

Possibly. Did steam mephits have a similar ability in 2e? (because they do not now)

Steam mephitis in 2E do not appear to have any such special sight ability.

I kinda like the ooze mephit's way of dealing with it.

We could add it then. Perhaps just modify the devils' see in darkness ability?
