The ideas for the vulnerabilities look good to me. :)

Had some ideas on the special ability. One question, though: the 2e spell is a touch confusing as to whether the caster needs to continue speaking or not. At one point it says he/she does, and later it specifically says that the subjects are still affected even if the caster just up and leaves. It's probably more flavorful to force the mephit to keep talking, so I'll put that in. Here's another attempt, simplifying further.

Harangue (Sp): An ash mephit can harangue good and neutral creatures with a lengthy recitation of its woes once per day (this effect does not work on evil-aligned creatures, because they do not care about the mephit's troubles). The subjects must make a DCX Will save or become engrossed in conversation with the mephit and each other as if fascinated. On the 7th round, if the mephit is still speaking, each subject must make an additional DCX Will save or fall into a rage, attacking all the other conversationalists (except the mephit) for 4 rounds. This effect lasts until the mephit stops speaking (a standard action each round) or for 10 rounds, whichever is less.

This is a language-dependent, mind-affecting compulsion effect. The save DCs are Charisma based.

Does that look a bit easier?

Could use Bardic Music as an inspiration. The effect lasts for as long as the mephit is talking +X rounds after.

Ok, how about we say it lasts for 2 rounds after the mephit stops talking or for 10 rounds, whichever is less?

Anything else on this pathetic creature? :p
 

Added to Homebrews.

Currently it has the same physical ability scores and natural armor bonus. Perhaps it should mirror the dust mephit since they'd be of similar consistency?

Str 10, Dex 17, Con 10, Int 6, Wis 11, Cha 15
+3 natural

For feats, which of these two best fit: Dodge, Improved Initiative, Power Attack, Toughness?

Look over my writeup for the vulnerability and breath weapon, as I improvised a bit. For the breath weapon, I used the smoke effects from the DMG to simulate the choking ash.
 

I like the vulnerabilities! For the DCs, maybe we should set them around 13-14 for CR3?

About the attacks: The original ash mephit doesn't have any natural attacks. What if we strip them? Is that too far from normal? In any event, I don't like power attack as a feat, based on this flavor. I'd prefer Imp. Init. and probably Dodge.

They came pretty close to that, and on-par with other mephits. ;)

I'd rather not strip them altogether. One of my pet peeves is monsters with no attacks, even when their bodies are equipped to do so. I'd rather address it in the flavor text, stating that they only make physical attacks as a last resort. Does that work?
