We might as well since I spent the time typing up the original text. ;)

Here are the stats for the giant seahorse from Dragon Magazine #327...

Skills: A giant seahorse has a +8 racial bonus on any Swim check made to perform some special action or avoid a hazard. It can always choose to take 10 on a Swim check, even if distracted or endangered. It can use the run action while swimming, provided it swims in a straight line.

*A giant seahorse has a +4 racial bonus on Hide checks when in an area of dense seaweed or other aquatic foliage.
 


Str 17?

Change to magical beast (Extraplanar)?

Change swim to land or fly speed (on the Ethereal, it is possibly to move up or down without a fly speed), or simply add the other speed?
 

Definitely yes to the first two.

Can it move through the ethereal with just a swim speed? If so, we could just leave it with a swim speed. :p If that's too weird, I'd say adding fly with the same speed is better than adding a land speed. That way, if summoned to Prime Material, you at least wouldn't have sea horses crawling around on land.

So I'm guessing one could only swim on an Ethereal body of water.
