Methinks that's too high.

Any sort of fire resistance would seriously weaken their offensive ability (e.g. an 11th level resist energy (fire) spell would cut 30 points off their damage).

They aren't much nastier in a fight than the CR10 Noble Salamander, another 15 Hit Dice Outsider.

Blazozoids have the ability to Melt Weapons and a fast fly speed, but that isn't worth another 5 CRs. Besides, Noble Salamanders can cast a few SLAs.

I think you'd better add a fire damage to the mile diameter fireball. Maybe:

Therefore, blazozoids seek passage on spelljamming vessels to cross the phlogiston (they must be stored inside a fireproof container such as stone, metal, or force); however, crews that fail to feed a blazozoid during a long journey inevitably become the blazozoid's next meal on reaching its destination.
