Actually you could make an argument that Neutralise Poison wouldn't work since the mechanism for delivering the poison is thousands of almost microscopic silica barbs. The recurring pain is brought on by re-aggravating these barbs which then inject more poison. So a Neutralise Poison might work once, but when you bump your hand again (say... in a fight?), then the poison is reapplied.
Also, it's not JUST that the poison can be reapplied for weeks or even years later (without removal of the barbs), but also that it's been said to be an exceptionally painful experience and one that not only is classified as the most painful plant poison, but also possibly one of the most painful natural poisons in existence.
There are reports that just brushing your hand lightly against one of these things can put you on your knees, doubled over and vomiting in pain; imagine what would happen if you ran full-tilt into an entire plant?
