I think the image has a lot of potential. The problem with the two source images is three-fold:

First, the framing-piece is visually very different (using a classic medieval perspective and distortion), presenting very stylized representations of people while the other piece is very accurate.

Second, the central image is much lighter than the very dark frame, creating an unflattering contrast that doesn't highlight the picture so much as the difference between the two.

Third, the frame is very sharp, while the image is very soft. That creates another visual contrast which makes the image disjoint.

I think, for someone with suitable photoshop mojo, that these are hurdles that are easy to overcome. I am not that person, but here is more of an idea after a couple of minutes work.
