Ray of Frost is your answer. Ice frozen out of salt water (such as icebergs) is fresh water. A smart Wizard (and are there dumb ones?) could figure this out.
For Joe Average, he'd need a fire, a pot, a tarp, and a pan... The pot is filled with sea water and placed over the fire, where it boils and gives off steam... The steam floats up and (mostly) collects inside the tarp... It then runs down, falling into the pan...
The salt remains in the pot, and, since the water was boiled, it has also been purified of any microorganisms, as well. Any smart Ranger or Barbarian (or Clerics of the Travel Domain, with Survival skill) should be able to work this out.
Smart spellcasters should be able to work out any number of scenarios with mist-based spells, as well. Cone of Cold, etc. There are many possibilities.
