CR increase for Elite Array ability scores

What is the CR increase for the ELITE ARRAY of stats and where can I find the rule?

I'm pretty sure it's +1 and I think it's in the advancing monsters section of the 3.5 MM. In 3.0 I don't think it added to CR but I could be wrong.

Any idea what book/page the official rule is on? I need the official rule for a Living Greyhawk scenario.

If you add class levels to a monster they are assumed to be using the elite array so you only increase the CR based on the addition of class levels. If no class levels are added but the monster is using the elite array you add +1 CR.

This is in the Improving Monsters SRD and in the 3.5 Monster Manual on p294.
