Craft Artifact divine power

Got a question: The following feat is from D&DG, reprinted from the SRD.

Craft Artifact

Prerequisites: Craft Magic Arms and Armor, Craft Rod, Craft Staff, Craft Wand, Craft Wondrous Item, Forge Ring, Scribe Scroll.

Benefit: The deity can craft magic arms and armor, staffs, wands, wondrous items, rings, and scrolls that exceed the normal limits for such items

Suggested Portfolio Elements: Crafts, knowledge, magic.

I'm working on a guide for artifacts, and I'm wondering: Does this apply to epic magic items, or actual artifacts? Since D&DG was printed before the ELH came out, it likely meant actual artifacts... but should it still? Can divine beings create artifacts from scratch, and if so, is there (or should there be) a limit to the item's power?

Yes, it means true artifacts. I suppose the only limit imposed on the deity would be their spell capability and caster level. For example, if the deity could not cast fireball, they could not make an artifact that used fireball. I would assume the same limitations apply as with normal characters and NPCs.
