Create Opportunity: "whenever you hit the target"

This power's effect says,

Effect: Until the end of the encounter, whenever you hit the target with a ranged attack, one ally adjacent to it can either make a melee basic attack against it as a free action or shift a number of squares equal to your Intelligence modifier or Wisdom modifier as a free action.

Say, when this effect is working, my warlord hit a target with Paint the Bulls-Eye power. Shall an ally makes a melee basic attack before the damage and benefit of Paint the Bulls-Eye is applied?

Or can an ally make a basic attack after Paint the Bulls-Eye's hit line (damage and benefit) is applied, thus can gain power bonus to damage?

What is that power from? With the essentials strikers, that sounds crazy powerful.

Warlord Attack Power 4, in Martial Power 2.

Yep. Not just this power, but Warlord + Essentials Striker Ally = Very Powerful.

It's from MP2. It's a Warlord Level 1 or 5 Daily. Can't remember off the top of my head.

Your power should complete before your allies attack, as far as I'm aware.

I would say that it allows the attack as a reaction to you hitting, so yes they would work together very nicely indeed.

Per Essentials Rules Compendium, free actions function as immediate reactions unless in order to function they would have to be interrupts.

This works fine as a reaction, so it's a reaction to your hit.

In other words, completely resolve the hit, then the ally's MBA (or shift) goes off.
