Creating a tactician: What class?

What means tactical fighter?
If you want to order commands during combat and give good advice, any class is a good idea, but I'd suggest Bard or Wizard ...

If you want to implement tactical combat and not just give advice, you should go Fighter. With enough combat feats, you can adapt your current fighting style to most situations. (Obviously ignore any WeaponFocus/Specialisation Feats. Go for Combat Expertise, Power Attack first, and then Improved Bullrush, Disarm, Trip, Sunder, Dodge, Mobility, Spring Attack, Combat Reflexes and perhaps even Point Blank Shot, Precise Shot, Rapid Shot, Mounted Combat ...)
