Creating Minions

How does one create minions, if it in the book, and how do they come up with the damage that minions deal? I'm trying to create hobgoblin archers and I'm not sure how much damage they should do?

level 1 decrepid skeletons deal 3 per hit with thier shortbows. The also have 10 arrows.
