Creating New Spells?

I've looked over the SRD, and can't seem to find the rules for creating new spells. Are they in there? Where might I find the necessary rules?

I've recently started playing a halfling ranger/wizard who is very much into the arcane arts as well as archery. I would like to have this character research and create a new spell that allows a PC to fire into a grapple and eliminate the percent change of striking either grappler.

Something like this:

Grapple Shot
Level: Sor1/Wiz1
Components: V, S, M, F
Casting Time: 1 standard action
Range: Creature Touched
Duration: 1 round/level

The creature affected by this spell can fire a ranged attack into a grapple and, if it is a hit, strike the intended target without having to make a roll to randomly see which grappling combatant you strike.

Is this a balanced spell? Does it seem an appropriate first level spell? What if the duration was changed to 1 min/level? 1 hour/level?

You find rules for spell research in the DMG.

The spell seems fine. A bit weak maybe, since the situation is quite specific.

Are there "in-game" rules for a character researching and creating such a spell, though? I'm not looking for a "power" spell, this is really just a flavor thing that would be neat to have my PC create.

I just don't know if there are established "in-game" rules for having a PC create a spell.
 

I'd say the duration should probably be 10 mins/level. If you want to make it 1 hour/level (which I wouldn't think is a problem), I'd definitely make it a 2nd-lvl spell.

All you're really getting is the ability to not accidentally shoot the wrong target in a grapple.

I'd also grant this spell to rangers.
 

For a first level spell, I would either make it 1 min or 10 min per level. My character has tweaked a few spells to make them more hers ie: changed them to lightning based since she is an elemental savant. As long as the spell is balanced power-wise with other 1st level spells, I don't see a problem with it. I agree with Thanee, the spell is very specific and I don't see a wide amount of use for it, but if it fits the character, then go for it. GL!

Yes, as Thanee mentioned, you will find the rules in Chapter 2 of the DMG. However the rules for creating new spells are not in the SRD.
 

These rules are pretty generic, though, not sure if they qualify for what you are looking for, but best have a look yourself. :)

I see...yes they are.

We'll have to just come up with our own "in game" way for it to happen. Thanks for all the input, everyone!
 

Also try pg 198 of the DMG for ways PCs improve. It is in the optinal training rules but may prove useful.

DMG II Chap 6 (under students and masters) also has some information that may be useful .
 

Another idea might be to make the duration 1 minute only and do something like the spell can effect 1 arrow for every three caster levels. This way you can get a couple arrows for one spell, since most "true" archers can fire more then 1 arrow a round.

Another idea might be to look at it being a 1st level Swift spell, that can affect one arrow for 1 round. This way you can get one arrow off, with the effect the same round that you cast the spell.
