Stefan Mandrake is a highly charismatic half elf with a very devious mind. The Mandrake Noble House is a major shareholder of the guild that crafts the Crystals (also known as Psi-Stones). Stefan is a present member of The Elder Council and seeks re-election to further his personal plans for power and wealth. Stefan formally supports Edam Faustson's application to stand for election at the next general election of The Elder Council, thus binding his goals with those of The Shade's (the City's much feared assassins guild). Stefan is unaware of Edam's true nature (i.e. Vampire Lord) and Edam manages to employ powerful magic to disguise his true nature and to allow him to walk in daylight for limited periods of time to so as to preserve his public image.

Wizardry is much more respected, mostly because those who practice wizardry tend to be the wealthy and powerful, while those practising sorcery tend to be low born. Crimes aided by sorcery are on the rise, and there are movements within the government towards stricter regulation of magic. The implications of this are that those with sorcerous powers would have to register their abilities with the government, enabling them to be singled out to be more closely watched by the guard.

The church is opposed to this movement.

Most of the church is made up of dwarves, who not only have a close allegiance with the sorcerous gnomes in the mines, but who also have been discovering a talent for magic-like powers among their race. However, they have successfully hidden it from many public eyes, sequestering the Gifted in various church roles. Rumor has it that the Gifted, however, are not developing sorcerous magic, but psionic powers. The dwarven church sees the Gifted as evidence of their god's presence in the City, because of their close link to the crystals which glow with a fiend's presence...
 


Unknown to The City's inhabitants, a group of druids have taken up residence in the poorer districts. Adherents of the Earth Mother sect, they believe that the crystals are proof that a sacred grotto dedicated to Cybele the earth goddess is located deep beneath the city.
 

The city has a bad reputation in the greater realm, the Republic of Xon-Tiras. The leading aasimar in the Grand House of Debate think that the city hasn´t coped well with the increased wealth from the crystals. Noble aasimar families have either fallen prey to greed or left the city. The rampant crime and apparent dark influences indicate a weak link in the defense of the country.
The church of Xon is concerned about the fact that their local branch lost many of their aasimar clerics.

Because of this the Republic dispatched a new group of Xon clerics to deal with the downward slope of the local temple and a restructuring of the city watch to deal with crime. Government officials, of the order of the Wardens, have been sent to the city to investigate the situation. The worst offenders will get their marching orders to the border.

The Wardens are an order of paladins trained in investigation and dealing with domestic affairs.

Melo Fret, the generous benefactor of the new orphanage in the city, is a half-orc monk-paladin, newly arrived to the city from a country away. Melo, a retired adventurer, seeks to employ his vast wealth in a manner that will improve the lives of those around him, all the while guided by his personal moral compass and the dreams and visions that he believes come from a higher Source.
 

Lead is highly valued in the city, due to its magical shielding effects. Large quantities of the metal is used in lining the walls of houses, government buildings, and even the city walls. As more and more lead is used, it has become scarce and difficult to obtain, until its price has reached the its current extremely high point. Lead is now worth roughly five times the same weight of copper, and you can find coins made out of the material.

(I couldn't find the actual D&D price of lead in the SRD, and I don't have my books on hand, but I'm pretty sure the price I just listed for lead is outrageously high)
