Why is it that a repeating crossbow takes an action to shoot? If you think about it, I can probably crank that thing a couple times a round- so in theory should be able to shoot 2-3 shots a round (lvl 1 commoner w/o prof)

A repeating crossbow doesn't take an action to shoot. You get your full allotment of attacks per round with it, just like a regular bow.

I like rapid reload, and I think it's most useful for small-sized characters. They don't have many options for inflicting a d8 points of damage, after all...

Sure, bows are mostly superior to crossbows, but crossbow is more durable if someone attacks your weapon and addionally lets you get +4 bonus vs ranged attacks if you attack while prone with it. Kneeling adds +2.

I know, I don't think it's broken or out of whack. I just wish there were options for

If you combine your quick reload with a quick draw you can conceivably carry like four crossbows preferably hand crossbows then shoot one drop it draw another fire drop it draw another fire and so on and all you have to do is tie a string to them and your belt and they won't hit the ground and break...

Then you'd be a faster shooter than Lucky Luke..
