D&D 5E Cult of the Dragon Campaign

I'm DMing a 5e campaign in which our heroes have stumbled upon a buried city of ancient draconians. The synopsis is that the cult of the dragon led by a clone of one of the ancient survivors is trying to raise the city literally to the sky and restore its former glory, and in the process destroy the humanoid civilization that has risen since. I'm putting together ideas for the King. I'm thinking a dragon who somehow survived the catastrophe and remained hidden since, but I was wondering if the community had any other ideas that might be interesting for a party that will be in the high levels by then.

Sounds like a fun campaign! To help get the ball rolling, is this set in Forgotten Realms, a homebrew world, or somewhere else?
 


One really random thought, although you've already mentioned it's a homebrew world, are you still using the conventional biographical info from the MM. Or in other words, are chromatic dragons still the baddies and metallic ones good?

If so, it might be an interesting twist if the reason for the antipathy between chromatics and metallics stems from a historic event; a betrayal, possibly on the part of the so-called good guys. And that in this city metallics lived alongside chromatics. Would be interesting if the leader of the evil dragons was in fact an incredibly charismatic metallic dragon who assumes humanoid form to fight - wielding some potent sorcery or magical items.

Discovering the lore and the history of the city could be an interesting diversion for the PCs or the focus of narrative.

Another alternative take, the city can't be raised after all, the whole thing is a ruse orchestrated by the dragon king as he is trapped within the city and needs PCs (possibly due to their goodness/decency/alignment) to free him knowingly or unknowingly and is hoping that involving the dragon cult under false pretences will lure a party of adventurers into his trap. The PCs follow the cultists to the city and discover that the cultists, along with themselves, are for the moment utterly trapped in the labyrinthine city, at the mercy of the wretched dragon king. The PCs might even find unlikely allies in the psychotic cultists.

Anyway, just wanted to toss out some random idea. It sounds like an epic basis for adventuring. Hope they like it.
 

When you say "draconians" do you mean dragons or "dragonish humanoids" (like dragonlance?)

One of the most interesting take on draconians (reptilian humanoids) and flying cities is the Malazan Book of the Fallen, an excellent (but challenging!) read.
 

Draconians meaning creatures with a dragon bloodline. Half dragons, dragon sorcerers, Etc. I'm trying not to use undead like dracolich or Shadow Dragon for the king, but I see a limited number of 5E templates out there. I've toyed with a half dragon Empyrean like perhaps the evil dragon goddess from Dragonlance spawned him. ultimately, the campaign uses a lot of reptiles and dragon like creatures and I don't want the final villain to just be a bigger version of something they've faced already by then.
