Don't have the book in front of me, but it basically allows you to treat scimitars as light weapons. The benefits of this, as I see it, is that you can apply the Weapon Finesse feat and can TWF at minimum penalty. But, does this mean that you can no longer Power Attack?

Yep. And you no longer gain any advantage for using it two-handed. Silly.

It seems that you can't use Power Attack anymore. The ability doesn't so much ALLOW you to treat scimitars as light weapons as FORCE you to treat them as light weapons. That's my take on it anyways.

yep. Rules as written does not allow you the option.
