Your 3rd level is more powerful than the Dragon origin, drop it to 1 HP.

Both your 14th and 18th level abilities are easily abusable with necrotic immunity. The standard for this is to make the damage also unable to prevented or reduced.

I think after that it is fine.
 

Well draconic also gives AC, which is more powerful than hitpoints. That was the reasoning behind the deceison.

That is a good point, though I probably still wouldn't give it 3hp a level.

I just think 3 per level is high. You are essentially bumping the HPs to Barbarian levels based off HD. (Barbarian gets 7 hp's a level, A Sorcerer gets 4, 7 if they are of Blood Origin).
 

Maybe 2 and something else small? Or keep it 3 with a drawback? I kinda feel like a drawback would be appropriate for the feel of the class.
 


i would keep it at 3hp, also maybe make the damage ignore resistance and immunity. also 9d6 seems low to maximise meteor swarm. though other than that i really like it.
oh and I'd probs allow them to maximise cantrip damage for 1d4 or something as evocation wizards can do it for free at lvl 14
