Yes. And it will be interesting to see how having the 5E ruleset put into the Creative Commons in multiple languages affects the development of RPGs internationally going forward.
It being in the creative commons gave people the right to translate it to whatever languages they wished. Putting their own translations into CC-BY is great, but others could still have made other-language RPGs based on it regardless of WotC putting these out.

But having to do the translation oneself is... in fact... extra work that may act a barrier. This move reduces that friction.
