Are my intended actions, (Flatbed Scanner and laptop in backpack to scan the character sheets, or at least diigtal camera shots.) a violation of any rules?

Depending on what you want to do perhaps maybe sorta kinda. How's that?

Taking pictures of people playing is just fine (afaik). The character sheets are yours to keep (afaik) from what I understand as well. So scanning them all onsite is kinda pointless as I'm sure they'll all be up on this website shortly after the show (if not during it).

The judge is not going to hand you any of his paperwork to scan or read either.

So if you want to live blog during your game then sure bring a laptop (reception in the play area ranges from horrible to down-right craptastic). Other then that save the wear and tear on your shoulder hauling it around.

what level is that?

I run the show. So the big cheese. All staff and judges report to me. So onsite top of the food chain (until you get to my boss in the OP food chain). I do this for DDXP, Origins, and that tiny show Gencon.
