Each ranged weapon has a range increment listed. For example, a heavy crossbow has a range increment of 120 feet. Each range increment beyond the initial 120 takes a cumulative -2 penalty, up to a maximum of 10 range increments (1,200 feet).

Thus, that 1,000 foot target is hittable, but, for the heavy crossbow, you take a penalty of -16 due to range.

Do we have to use the same weapon throughout the event? For example, could Shayuri start with her light crossbow then switch to a heavy one?

Also, how much time elapses between shots?

Yes, you may switch weapons (though the judges will have to inspect the new weapon in between shots).

There is 5 minutes between shots. Any new casting requires a judge's observation and approval.
