Each ranged weapon has a range increment listed. For example, a heavy crossbow has a range increment of 120 feet. Each range increment beyond the initial 120 takes a cumulative -2 penalty, up to a maximum of 10 range increments (1,200 feet).
Thus, that 1,000 foot target is hittable, but, for the heavy crossbow, you take a penalty of -16 due to range.
