Halloween and Friday the 13th would be easier since they exist in the worlkd and not a dream section of it. Just get a really tough and nasty creature with high Fast Healing and some DR and create a backstory.
 

Modify the Nightmare Land dream rules for 3e and BAM! Nightmare on Elm street.

Add in the fear, horror, and madness checks of Ravenloft and a pretty nasty and tough Zombie and BAM! You have Holloween.

Of course, if someone was recruiting for a D20M game where the PCs faced the trials and tribulations of being grocery store bagboys, I'd probably join up. ;)

Actually, I disagree with you about Nightmear on Elm Street not being easy to do. With characters fleshed out you could use their hobbies and whatnot as the backdrop to the "dream world" they are pulled in.

Example: I have a character Samantha and she is heavy into martial arts. She goes to sleep and she "Wakes" up in a martial art type setting (depending on what martial art she is into) with freddy terrorizing her).

Just my opionion, YMMV :)
