The SWAT teams look pretty good for my D20M/Millenium's End game...

I'm planning on using some Heroclix stuff as well. Thugs, repainted Shield and Hydra operatives and medics, maybe even Blade. Most of them are available second hand at my FLGS for $1 or less.

I'm a big fan of counters like the ones Fiery Dragon publishes. They have a set of modern counters - Counter Collection III: Modern, and will soon be publishing a set of Eldritch Horrors and Occult Investigators ala H.P. Lovecraft.

Heroclix

I've been using some of the more generic Heroclix figures for my d20 Modern and M&M games. I'd recommend the SWAT figures from the Marvel: Explosion expansion, as well as any of the thugs, con artists, ninjas, medics, etc.

Keep an eye out for gumball machines.

There are a lot of little figures out there -- an extensive series of figures called Homies, and some spinoffs.

Some of them are pretty cheesy, but they work just fine for NPCs, and they're cheap and easy compared to more traditional minis -- they're .25 or .50 each, require no painting, and because they're plastic you can carry them around in an old sock without worrying about chipping the paint or damaging them.
