So wait a secound the actual DC's to hit wold be

15 feet Bullseye: 15 Middle ring: 11 Outside ring: 9

25 feet Bullseye: 17 Middle ring: 13 Outside ring: 11

35 feet Bullseye: 19 Middle ring: 15 Outside ring: 13

right? (or were your listed stats for the 15 foot increment?)

With your +14 they'll all be very easy targets. I'd probably start the throwing at 25 feet or just "make the target smaller" so that the Bullseye starts at 17.
Festivals with contests are sooo cool!

Those are pretty low DCs. I'd suggest something higher; otherwise any mook with a +0 ranged attack can hit them over 25% of the time.
