I'm probably being a bit dense (not uncommon for me!!) but how does the dash action work?
if a character has a move of 30, and it uses its move action followed by a dash, does it move 90ft or 60ft in total?

Dash let your action be a move, so 60'.
A level 2 rogue can use cunning action to move on his bonus action, then move on his action, for a total of 90'.
 

For the math inclined -

30 ft/rd = 3.4 mph/5.5kph or a modest walk speed
60 ft/rd = 6.8 mph/11.0 kph or a moderately fast jog
90 ft/rd = 10.2 mph/16.5 kph or a good run pace (6 minute mile)

Just some vocabulary: there is no move action. You can move a distance up to your speed and take one action each of your turns. So as others have posted, you can move up to your speed, then take the Dash action, which allows you to move again up to your speed (order of this does not matter).
