Death attack Time measured in and out of battle.

Death Attack takes 3 rounds and the victim can't be aware of the assassin. In battle this is 18 seconds, (assuming others are distracting victim.) Out of battle are these 3 rounds equal to 3 minutes are are they also 18 seconds. Is there anywhere that mentions rounds mean different things in and out of battle? Skills for example. If so where is this, and if not why am I thinking it did? Is this an old 3.0 rule? Also if this is true does this apply to spell casting. I assume not but making sure.

If the time is the same in every case Death Attack seems really powerful except for the low save DC I guess.

And technically "rounds" have no meaning outside of combat since they don't start until combat does.

Which is why most of the spells that are supposed to be useful outside of combat had their duration changed to minutes or hours instead.
