Defender running combat modifier

Okay, the combat modifiers table lists defender running as the defender losing dex bonus and attacker getting -2 with a ranged attack.

If something does a 4x movement towards the battle (but isn't flat footed) on their turn, on the attackers turn are they considered still running?

Are you running when you charge? If you provoke an AO while charging do you get your dex bonus?

I guess I'm having trouble figuring out what is considered running when in start and stop action mode of battles.

If you run on your action, then you are running until your next action, and suffer all appropriate penalties.

While charging, you are not running, you are charging, and thus only get the penalties inherent in the charge feat (-2 to AC)
 

Right. If you move more than 2x your base move in any turn, then you're running. The stated penalties apply immediately, and stay in effect until you take an action other than running.
