 I always do it that way because it makes no sense for someone who is uninjured to suddenly gain injuries when they level up.  The only other way I have considered doing it, which takes too long, so I've just ignored this way, is to calculate the percentage of HP they were missing before levelling up and then make them be missing that same percentage after
