One thing that no one is taking into account is that Str affects how much stuff you can carry before reaching medium encumberance. If you use Str as a "dump" stat and your DM strictly enforces encumberance, it is very easy to end up with a reduced speed, +3 Max dex bonus and -3 penalty to lots and lots of skills.
I'm not advocating using dex for melee attack bonuses...just pointing it out.
Actually, that gives me an idea...if you do something like this, include the check penalty for armor or encumberance in attack rolls for all melee attacks that are using dex for a bonus unless weapon finesse can be applied to the weapon in use. That way, it will really only be useful to unarmored combatants or ones who spent a feat...doesn't balance it totally, but it helps a bit.
