Dex vs. Str

Consider this then - potential foes can be divided into 2 main groups along this line of thinking: Non-intelligent, and intelligent.

The dex-fighter is effective vs one of these groups. The str fighter is effective vs both.

The Dex fighter is equally effective against both types of foe, actually. If nothign else, he can slip ahead, through threatened spaces, to the enemy's rear area - to get/give flanking, to threaten enemy spellcasters, and so on.

Combat, properly run, is not simply a damage-output contest.
