Different take on the Dragoon

broken at epic where you can have +10 str

Really? Epic monsters seem to have +30 or more to their attacks, so a -10 bonus would be about a third of their attack.

5th level monsters seem to have around a +12-15 to attacks. So if the Dragoon had an 18-20 str (+4-+5) then that would still be about a third. Maybe a 1/3 penalty to attack is too much....

Hmmmm. What do you suggest to fix this? Maybe make the attack penalty based off of a different stat, like dexterity? Maybe:

Spear Kata
You start walking through the forms of katas you were taught, oh so long ago. Your thrusts and blocks are so perfectly timed it looks like they were planned out in advance.
Daily Stance, Martial
Minor Action Personal
Effect: Until the end of the encounter, you gain an aura 1. All enemies in the aura take a penalty to attack rolls equal to your Dexterity modifier and all enemies starting their turn in the aura take Strength modifier damage.

Dexterity still might be a little high. I could base it off Int or Wis, I suppose. What do you think?

AC and hit scale at the same rate. So all hit rolls are expected to need a roll of 8-12 to hit, regardless of level. Which means +hit and +ac effects should never scale.

Simple fix: just make the -to hit static. The fact that the hit would do more damage causes it to scale naturally.

I found a number of abilities in the PHB that give a penalty to attack that is equal to a stat mod, but all of those only last until the end of the PC's next turn, so you may be right here. Since this is only a Level 5 power, I think I'll make the penalty to attack equal to 2 (-2 to attack) but I'll keep the strength mod damage.

Thanks for the help

Also, I'm looking for some input on the "Leap" At-Will power. Basically, I'm wondering if it might be overpowered. As it stands now, a first level Spear Dragoon, wearing Chainmail and taking the feat that makes Ruthless Spears a d8 (I haven't written it up yet, but there will be one) would be able to:

Standard Action: Leap - Shift two squares and make an attack for 1d8 (spear) + 1d8 (ruthless spears) + 4 (str) damage.
Move Action: Shift away from the enemy Leap was used on.
Minor Action:...

Is this too powerful?

I'm not sure if its OP considering if you can only use it once per encounter, since you cant use it if you are already next to the foe? I am guessing this would provoke AoO if you were to just leap straight in the air and go back down. I also suggest changing the preferred armor to scale, since its more fitting to the theme and has less negative checks to skills, or provide some form of taking off the checks of heavy armor.

Any word on feats or epic tier? Paragon paths or epic destinies?

At-Will Exploits

Lunge
You extend your entire body and jab a distant foe with your spear.
At-Will Martial, Spear or Javelin
Standard Action Range: Melee (Special)
Special: You gain reach 2 with the spear for this attack.
Target: One Enemy
Attack: Strength vs. AC
Hit: 1[W]
Increase to 2[W] at 21st Level.

I'd just like to say "WHAT R U CRAZY!" To compare this to a level 2 encounter power (fighter -lunging strike) it is still crazy. Reach 2 is being able to hit someone 3 squares away on an at-will. If the character takes a greatspear (as many would with the build) then he can hit 4 squares away on an at-will. Too powerful dood.

I believe he means your reach becomes 2, not is increased by 2 for this attack. In any case, it's not really that powerful - it's a melee 2 attack effectively, which is very similar to a ranged 2 attack that doesn't provoke - neat, but hardly gamechanging.

I don't think the leap is too powerful, some of the attacks (close burst) you cant shift away due to being right next to the mob (OoA). Possibly make the feat have a base attack bonus requirement?
