While the bird is on the ground, it can still use its wings to jump and hop around, enabling it to rake with the talons and bite with its beak.
Also, FWIW, the dire eagle description (from Races of Stone) says: "When forced to fight on the ground, a dire eagle uses both its beak and talons to great effect." (RoS, p. 187).
