Where would I go about finding info on creating a 1/2 dragon or 1/4 dragon character. In the PHB under sorcerer it mentions that some sorcerer's claim dragon haritage. What about someone who can proove it. or belives so strongly in it that they become a claric to one of the Dragon gods's

Where would I look for info on this, stats on 1/2 dragon and how much the other half effects IE human /dragon vs elf/dragon vs dwarf/dragon

I was thinking perhaps a bronze dragon. and having him be a claric to Tamara.

Have you or any of your players done this.

I would like to know

Also what about dragonetes as high level familures?

Um... have you checked the Monster Manual, by any chance? There's a handy-dandy "Half-Dragon" template that fits exactly what you're looking for. In fact, for your ease, here's the template, as per the SRD:

HALF-DRAGON
Half-dragon creatures are always more formidable than others of their kind that do not have dragon blood, and their appearance betrays their nature—scales, elongated features, reptilian eyes, and exaggerated teeth and claws. Sometimes they have wings.
CREATING A HALF-DRAGON
“Half-dragon” is an inherited template that can be added to any living, corporeal creature (referred to hereafter as the base creature).
A half-dragon uses all the base creature’s statistics and special abilities except as noted here.
Size and Type: The creature’s type changes to dragon. Size is unchanged. Do not recalculate base attack bonus or saves.
Hit Dice: Increase base creature’s racial HD by one die size, to a maximum of d12. Do not increase class HD.
Speed: A half-dragon that is Large or larger has wings and can fly at twice its base land speed (maximum 120 ft.) with average maneuverability. A half-dragon that is Medium or smaller does not have wings.
Armor Class: Natural armor improves by +4.
Attack: A half-dragon has two claw attacks and a bite attack, and the claws are the primary natural weapon. If the base creature can use weapons, the half-dragon retains this ability. A half-dragon fighting without weapons uses a claw when making an attack action. When it has a weapon, it usually uses the weapon instead.
Full Attack: A half-dragon fighting without weapons uses both claws and its bite when making a full attack. If armed with a weapon, it usually uses the weapon as its primary attack and its bite as a natural secondary attack. If it has a hand free, it uses a claw as an additional natural secondary attack.
Damage: Half-dragons have bite and claw attacks. If the base creature does not have these attack forms, use the damage values in the table below. Otherwise, use the values below or the base creature’s damage values, whichever are greater.

Special Attacks: A half-dragon retains all the special attacks of the base creature and gains a breath weapon based on the dragon variety (see the table below), usable once per day. A half-dragon’s breath weapon deals 6d8 points of damage. A successful Reflex save (DC 10 + 1/2 half-dragon’s racial HD + half-dragon’s Con modifier) reduces damage by half.

Do not include Hit Dice from class levels in this calculation—the half-dragon gains dragon skill points only for its racial Hit Dice, and gains the normal amount of skill points for its class levels. Treat skills from the base creature’s list as class skills, and other skills as cross-class.
Environment: Same as either the base creature or the dragon variety.
Challenge Rating: Same as the base creature + 2 (minimum 3).
Alignment: Same as the dragon variety.
Level Adjustment: Same as base creature +3.
 

I recall there was some info in bloodlines in the unhearthed arcana, such as troll bloodline, red dragon bloodline, and clasified in strong, "medium?", and weak bloodlines representing how far apart of the progenitor the descendant is.

EDIT: besides, look at the MM SRD for the 1/2 dragon as pointed out before.
 

Thank you. I do not have nor do I curently have acces to the MM. I have only briefly looked at the SRD.

Since I wanted the character to still seem human, I may have to go farther removed. though that would make for a wicked NPC.

I will look at the SRD more though.

Any one else have any thoughts
 

Well, they can look as human as you want them to- just give them sharper nails, scales on their neck or chest or something, and maybe a tail or wings if you feel like it. It could be easily covered up.

As for making them a Cleric, simply look at whatever Domains the god has, and make them a Cleric within one step of the deity's alignment and give them two Domains associated with that deity. If you don't know the deity's alignment or Domains, just make them within one step of the selected dragon's alignment, and choose tow Domains that seem appropriate (such as Fire for a Brass dragon, and so on).

What are dragonets? I don't recall seeing them mentioned before, but it could have just been a long time since I saw them. Psuedodragons are available as familiars through the Improved Familiar feat, which is in the 3.5 SRD now (in 3.0, it can be found in Tome & Blood and the Forgotten Realms Campaign Setting). The half-dragon template is in the Monster Manual of both 3.0 and 3.5, and it is in the SRD.

If you're looking for a slight variant on it, or a weaker template for characters more distantly descended from dragons, check the "Dragon-Blooded Characters" link on my Rhunaria homebrew D&D campaign website. The link is in my signature below. The Draconic Descendant template I made is for folks more distantly descended from dragons than a half-dragon.

Edit: Also, the Dragon Disciple prestige class can gradually apply half-dragon traits to a spontaneous arcane caster. It's in the 3.5 Dungeon Master's Guide and the 3.5 SRD. For 3.0, it's in Tome & Blood. My slightly houseruled version of it is on my Rhunaria website, as is my custom Dragon Adept prestige class for warrior-types with the Draconic Descendent template.

Draconomicon has the 'dragonblooded' or something like that template... it is to half-dragon as fiendish is to half-fiend. Might be more what you're looking for.
 

Yep, Complete Arcane has feats specifically for what you seem to be looking for (i.e. giving a normal human sorcerer some dragon-related abilities).

Also the Dragon Disciple PrC in the DMG might be worth a look, but it's more of a fighter-class and does not really improve spellcasting ability (it only grants some bonus spell slots, but no more spells known or higher spell/caster levels).
