get rid of the Dwarven Urgrosh Familiarity (why would this race be martial?) and the +2 to Listen checks (with all that music wouldn't they be losing their hearing?!) and I think you have a balanced LA+0.

Well, I wouldn't do that - make WF: Treat Flails as Simple Weapons.

Q: why Small size?

1) I gave them the Urgrosh familiarity because both model races had a familiarity of some sort, but you're right, it doesn't mesh. I'm going to keep the listen bonus because they're a very sound-oriented society, and so they can appreciate sonic distinctions -- music doesn't ruin your healing, loud music does.

And they're small because gnomes are small and dwarves are small for a medium race, so it made sense to me.
