I don't think the point buy amount inherently makes a character better. Just as Reinert, my annoying dwarven rogue, is built perfectly on a 25 point buy, the reincarnation of the 1E conan-esque fighter I used to play in the 80s would require a 50 point buy or so. Both of these PCs are be fun and interesting to me.
I think we just need to decide on a point buy value that a majority of people would want, and then make it into a proposal and have done with it, one way or the other. The poll on this thread indicates people favor raising the point buy to 33 by more than a 2 to 1 margin. That sounds pretty convincing to me
