Oh, and btw, imo... if you're spending IC time and XP to develop a feat, you should be able to have the feat regardless of whether or not you can take one atm. For instance, if Troi researched such a feat at 2nd level, he should have the feat despite not being able to take a feat at that level. Of course, to train others in that feat, they'd have to have an available feat slot... but they don't have to spend XP to get it, either.
Those requirements sound reasonable, but I am by no means approving or disallowing any specific feat at this time.

As for the feat... perhaps you could gain access to the feat whenever you develop it, but then it would be considered as having spent your next available (applicable) feat.
So, if Troi the Ranger came up with that whip feat at 2nd level, he could take it and it would count as his 3rd level feat. If Troi was 4th level and a wizard, his 5th level Wizard bonus feat could not be used towards it. If Troi was a 7th level Fighter, it would count as his 8th level Fighter feat.
Passing the feat on could easily work as you describe.
