Yup all approved content in the Heap O' Content post (and thus the Wiki site) is open to all LEW characters as far as I know.

So on Katherine's latest shopping trip I spent 5 gp for a "wand sheath" to hold her CLW wand securely but make it available to 'draw' as a move action. If this is a problem I'll make an actual proposal for the item, but it didn't seem worth it.

So, no. You would have to write them up as a proposal for LEW and wait for the Judges to vote, but no copyright issues.

Back when the feats were proposed, GW was basically told, "those feats look good, but add your character's name to them". Things worked a bit different then.

I would consider it good form to ask, but considering that his profile indicates that he's not been to ENWorld for a while, it would propably be futile. And as orsal mentioned, it is not mandatory.
