Level Up (A5E) Dispel Multiple Targets

Bit of an old topic, but can Dispel Magic target an upcast Haste and end it on multiple creatures at once?

I know in 5E it can’t, but just wanted to check.

As a DM, I think that I would allow it. However, by the A5E rules as written, it applies to a single target.
